What Clearances Are Required Around Solar Arrays for Firefighter Access in Florida?

Solar panels can provide valuable energy savings, but rooftop photovoltaic (PV) arrays must be planned with firefighter access and emergency pathways in mind. In Florida, required clearances around solar arrays help firefighters reach the roof, move safely across it, ventilate the building, and access areas where a fire may be occurring.

For residential projects, the 2023 Florida Building Code, Residential, Eighth Edition provides specific requirements for rooftop PV access and pathways. The code requires solar installations to comply with Section R324, NFPA 70, and the Florida Fire Prevention Code.

The 36-Inch Firefighter Pathway

One of the most important requirements is the provision of 36-inch-wide (914 mm) pathways.

For residential buildings, at least two pathways on separate roof planes must extend from the lowest roof edge to the ridge. At least one pathway must be located on the street or driveway side of the roof.

If a particular roof plane contains a photovoltaic array, a minimum 36-inch-wide pathway must also be provided from the lowest roof edge to the ridge. Depending on the roof configuration, this pathway may be located on the same roof plane as the array, an adjacent roof plane, or straddle the two.

These pathways should be positioned where firefighters can safely walk and should avoid unnecessary obstructions such as vents, conduit, mechanical equipment, and similar rooftop features.

Ridge Clearances

Solar arrays also require clear space at horizontal roof ridges.

Under the 2023 Florida residential code, when the PV array occupies 33% or less of the roof’s plan-view area, the minimum clear setback is 18 inches on both sides of a horizontal ridge.

When the array occupies more than 33%, the required ridge setback increases to 36 inches on both sides.

There is an alternative provision for homes equipped with qualifying automatic sprinkler systems. In those circumstances, an 18-inch ridge setback may be permitted for arrays occupying up to 66% of the roof area, while arrays exceeding 66% require 36 inches.

Access to Emergency Escape Openings

Solar panels should not block required emergency escape and rescue openings on dwellings. The Florida residential code specifically requires a 36-inch-wide pathway to an emergency escape and rescue opening when applicable.

This is important during a fire because firefighters may need to access windows or other openings quickly. A solar layout that maximizes panel count but blocks emergency access can create both a safety and permitting problem.

Commercial Roofs Can Have Different Requirements

Commercial and multifamily buildings should not automatically be designed using the residential clearances above. The 2023 Florida Building Code, Building directs rooftop PV access, pathways, and spacing requirements to Section 11.12.2.2 of the Florida Fire Prevention Code.

Florida’s Fire Prevention Code is enforced by local fire officials, and local jurisdictions can have applicable amendments. The Florida State Fire Marshal specifically recommends consulting the local fire official when determining how the code applies to a particular building or project.

Why Proper Solar Layout Matters

Firefighter clearances should be considered before solar panels are installed—not after the array has been designed around maximum roof coverage. A proper layout should account for roof edges, ridges, emergency openings, roof access points, vents, mechanical equipment, electrical equipment, and required walking paths.
