A permanent roof access ladder provides a safe, reliable way for building owners, maintenance personnel, and roofing contractors to reach a commercial roof. However, installing a fixed ladder is not simply a matter of attaching metal rails and rungs to a wall. Permanent roof access ladders must meet applicable building, mechanical, and workplace safety requirements.
For commercial properties in Florida, the Florida Building Code (FBC) provides specific requirements for permanent ladders used to access roofs and rooftop equipment. The exact requirements can depend on the building type, the purpose of the access, and whether the ladder is part of required building access or is intended primarily for maintenance.
When Is a Permanent Roof Access Ladder Required?
Under the Florida Building Code Mechanical provisions, when rooftop equipment or appliances require access and personnel would have to climb more than 16 feet above grade, a permanent interior or exterior means of access is required. The access cannot depend on a portable ladder. The route also cannot require climbing over obstructions greater than 30 inches or walking on a roof steeper than 4:12 (33%).
Permanent ladders may also be permitted for access to certain nonoccupied roofs and maintenance areas. Importantly, a permanent ladder generally cannot be used as a means of egress from occupied spaces. The Florida Building Code permits permanent ladders for areas such as maintenance spaces, equipment areas, and certain nonoccupied roofs.
Key Permanent Ladder Dimensions
Florida’s requirements for permanent ladders used for required rooftop equipment access include several important dimensions:
- Side-rail extension: Side rails must extend at least 30 inches above the parapet or roof edge.
- Rung spacing: Rungs must be spaced no more than 14 inches on center.
- Uppermost rung: The highest rung must be no more than 24 inches below the upper edge of the roof hatch, roof, or parapet.
- Toe spacing: The ladder must provide at least 6 inches of toe space.
- Rail spacing: There must be at least 18 inches between the ladder rails.
- Rung strength: Rungs must be at least ¾ inch in diameter and capable of supporting a 300-pound load.
- Climbing clearance: At least 30 inches of clearance is required on the climbing side, measured from the centerline of the rungs to the nearest permanent obstruction.
- Side clearance: At least 15 inches of clear width must generally be maintained on each side of the ladder centerline.
- Bottom landing: A clear, unobstructed landing measuring at least 30 by 30 inches is required in front of the ladder.
Ladders exceeding 30 feet in height require additional provisions, including offset sections and landings. Those landings must be appropriately sized and capable of supporting the required loads, with guardrails protecting open sides.
Roof Hatch and Fall Protection Requirements
The ladder itself is only one part of a compliant roof access system. The roof hatch and surrounding area also need to be evaluated.
For example, the Florida Building Code includes requirements for guards when roof hatch openings or equipment requiring service are located within 10 feet of a roof edge and the edge is more than 30 inches above the surface below.
Workplace safety requirements may impose additional protections. OSHA’s fixed-ladder rules address items such as ladder strength, rung spacing, clearances, access at landings, and fall protection. OSHA generally requires fixed ladders to provide adequate clearances and, for applicable ladders, side rails or grab bars extending at least 42 inches above the access level.
